They should not be allowed to have pets, they are unable to take care of them. As a matter of fact, the poor should be confined to one area with cops permanently assigned to it in order to deal with all of their issues. They can have a convenience store nearby to buy booze, lotto and smokes.

Rich people should not have pets. They are frequently psychopaths incapable of kindness and see pets as fancy handbags to show off. They are unable to meet the emotional needs of a pet including providing adequate mental stimulation.
