Not recommended but I would "accidently" clog the next to last toilet in the row of stalls, and use the last stall against the end wall to fap (provided the bathroom is set up that way)

If you choose to wank in a TOILET then expect there to be people coming and going to use the TOILET. Besides that, you cant expect them to just magically know not to shit while you wank. Tell them when you're wanking in there and see if you can come up with a plan that works for everyone.
