Annoying ass dog

The dude living next to me has this stupid xl bully thing, it barks non-stop at nothing, spreads shit throughout the neighbourhood that the trashy owner won't clean up, has bitten and maimed multiple cats and has lunged at me like 8 times now. When it isn't busy being a complete waste of resources it's jumping and throwing shit around in its home so loudly that I can hear it throughout my entire home, often for hours on end. I've approached the landlord, police, animal control etc. but none do shit just because it's a dog. (Imagine how quickly they would've reacted if it was a mountain lion biting people and killing pets.) I fucking hate this stupid ass dog, I really do. It's the worst tempered dog I've ever been around, hands down. The stupid thing is constantly shaking and scratching too, probably covered in fleas or other nasty skin issues. There's nothing redeemable about this dog. Both the rotten shitbeast and its owner should move somewhere else, not stuff it in an apartment somewhere and fuck everyone that lives around them over. Why even get a big ass fucking dog when you live in a one bedroom apartment anyway? And no, he didn't have the dog when he moved in, he bought it later, so he's got no excuses for this shit. The dude's a tiny, fat middle aged loser too. Never has people over, doesn't have a job, just sits around drinking and dragging his dumb stinking dog around. And whenever anyone says anything about it, he gets a temper tantrum and starts screaming shit. Multiple people have told him to either train or atleast muzzle the thing but he won't do either. I know this is horrible for me to say, but I genuinely hope the stupid thing turns against him and attacks him. That would kill two birds with one stone.
